I have the honour to forward for Your Lordship's consideration a letter I have received from the Hongkong General Chamber of Commerce relative to the alleged establishment of a Monopoly on the Opium trade by the Chinese Authorities at Nanking.

2. The Chamber urges that such action is contrary to Treaty, and I am advised that their contention in this respect is well founded, and also that heavy losses are already being inflicted upon Hongkong Merchants in consequence of this new departure; and that if the Monopolists succeed in their purpose and the principle is extended to other Treaty Ports still heavier losses may be anticipated.

3. I have informed the Chamber of Commerce that I have forwarded their letter to Your Lordship in order that you may be in possession of the fact.
